Metro Professional Services is currently performing under the RQS Operations Support Services contract at Whiteman AFB, MO. Our efforts support the mission of the Air Force’s Rescue Squadrons (RQS) in areas of mission/asset scheduling, training, mobility/deployment, security management, and administration.
JOB DESCRIPTION:
Provide administrative support for Scheduling, Flight Training, Standardization and Evaluation (Stan/Eval), Unit Deployment Management, Unit Programs Coordination, and Program Security Management.
Scheduling is a challenging, dynamic process. Even after the schedule is printed, numerous changes are normally required because of aircraft mechanical problems, medical issues, flight evaluation requirements, expiring event currencies, deployments and training. Weather conditions and other factors beyond the control of the scheduler also limit flying opportunities. The scheduler needs to be able to adapt quickly to changing circumstances in a medium- to high-stress environment.
Training and Stan/Eval will maintain accountability and control of flight testing materials. Update data in PEX, Training Management System (TMS), Unmanned Aerial System Learning Management System (LMS), future equivalent systems to PEX, TMS or LMS and locally-developed computer database systems as required.
Unit Deployment Managers will prepare and process individuals for deployments/re-deployments to/from combat zones, exercises, and other locations. Coordinate and schedule required pre-departure training. Build and maintain individual mobility folders. Procure equipment through outsourcing Government contractors, and utilizing current directives of host base responsibilities in providing members with all gear associated with deployments. Unit Programs Coordinator serve as the primary point of contact to the squadron commander/director for all administrative support programs such as task management, Government Travel Card (GTC) program, health care program, fitness program, safety program, Automated Data Processing Equipment (ADPE) accounts, security program, supply program, civilian timecard program, Drug Demand Reduction Program (DDRP), etc.
Unit Security Specialist provide analytical, advisory, management; technical and functional support required for the operational execution of 20 ATKS collateral and Sensitive Compartmentalized Information (SCI) security programs. The contractor shall provide direct assistance in the form of technical and functional support to primary and alternate squadron security managers and Sensitive Compartmentalized Information Facility (SCIF) Special Security Representatives to establish and carry out security training activities and functions including but not limited to program management, scheduling of training events, and implementation of HHQ, Defense Security Service (DSS), Director of Central Intelligence Directives (DCID), Joint Air Force, Army, Navy (JAFAN) Directives, Office Personnel Management (OPM) and wing security policies and edicts.
EDUCATION:
HS Diploma as a minimum, some specialized Air Force training and college credit is desired.

JOB DESCRIPTION:
The CLDS’ mission is to provide civilian undergraduate and professional continuing education and workforce development integrated with the Total Force. The CLDS uses a blended learning approach to online courses. This is sometimes referred to as hybrid learning, also known as technology-mediated instruction, web-enhanced instruction, or mixed-mode instruction, and is an approach to education that combines online educational materials and opportunities for interaction online with physical place-based classroom methods. In addition, the CLDS conducts courses that are resident learning (in our brick-and-mortar facility located on Maxwell AFB), along with multiple other types of learning as needed (e.g., synchronous, asynchronous, collaboration, etc.)
The contractor shall provide instructors that can deliver curricula in both an online and resident environment. All instructors will maintain personal lesson plans, update presentations (e.g., PowerPoint etc.) as needed, and use various instructional methods as appropriate. They must also facilitate group exercises/discussions/activities through resident instruction as well as synchronous and asynchronous online classrooms and learning management systems, monitor participant progress and account for participant activity/participation in both the resident and distance learning environments. Online classes may include open enrollment and self-paced events enabling students to enroll at any time during a specified course window. Other courses may consist of multiple sessions to meet the student demand and follow strict enrollment and course delivery dates. The instructors must also monitor grading and respond to student questions, give feedback, and provide remediation to students as needed. They will engage with students via phone, email, and/or Government-provided learning and communication platforms to resolve course- related issues and help students make satisfactory progress as required. At the completion of each course, or when requested, provide Student Support a roster of students who have completed all graduation requirements.

Maintain oversight of events relevant to the Client, coordinate schedules, and perform organizational calendar maintenance for Client personnel and contractors in support of projects, including travel to and attendance at other conferences or meetings, and prepare and support associated travel materials using Client tools such as the Defense Travel System (DTS).

Metro Professional Services has an existing contract at the Air Force Language & Culture Center at Maxwell AFB, AL. and is projecting to fill positions for a future contract period of performance. We will design, prepare, and maintain a variety of products, which support the center and its programs. These products may be incorporated into the Client’s in-residence, distance learning, and blended learning courses required for the civilian, enlisted, and officer education continua, as well as those required for expeditionary Airmen. We will use Client-directed information systems (e.g., the Client is currently using Blackboard and ADLS) to ensure timely and accurate execution of course support from course registration through graduation.. We’re looking to fill a full-time Curriculum Media/Technology Developer position with an off-site work option.
Identify and develop media and related technology solutions to meet education needs or fill instructional gaps. Technologies might include, but are not limited to, voice-centered technologies such as compact disc (CD); web casts; instructional videos, digital video disc (DVD), interactive videoconferencing; virtual classroom environment delivered over the internet/intranet, and mobile applications, using some combination of video, audio, computer animation, multimedia, communications, etc.

Metro Professional Services, and partnering company Saguaro Business Solutions, is currently bidding for the Cyber Operations Formal Training Support III contract for the Air Force Space Command in Hurlburt Field, FL.
This contract provides subject matter expertise (SME) and other essential capabilities to augment and support the 39 IOS, Hurlburt Field, FL and the 39 IOS, Detachment 1, Joint Base San Antonio (JBSA) TX in conducting its mission of CyO and IO Initial Qualification Training (IQT) in support of AFSPC, Air Force Cyber (AFCYBER), US Cyber Command (USCC), and the US Government.
If we win, we will augment and support the 39th IOS to include course planning, administrative support, technical writing, course development, project management, instructor training, student mission training systems administration, network system administration, training range engineering maintenance and management, computer help desk support, and hardware/infrastructure maintenance.
CyO and IO instructors are expected to understand the FTU training mission, the student training mission simulators (located at the FTU or connected to the FTU) and AF Weapon Systems associated with the CyO and IO IQT. Plan, research, and analyze the System Training Plans (STP), Training Needs Analysis (TNA), Training System Requirements Analysis (TSRA), Master Training Task List (MTTL), Task Analysis Worksheets (TAW), Training Task List (TTL), and provide a report IAW 39 IOS approved direction/guidance and timeline milestones.
Support the Government in course development planning, project management, planning timeline for design and development of CyO and IO formal training courses, lessons, and related courseware material (e.g. a Gantt chart, critical path method, or other agreed upon project management process). Assist in the development of Training Systems Requirements Analysis to include Mission/Task Analysis (MTA), Training Requirements Analysis (TRA), Objective Media Analysis (OMA), and Training Systems Basis Analysis (TSBA). Help in the analysis of all tasks performed in the operation and maintenance of the weapon system; and assist in producing a Master Training Task List (MTTL) for each mission area. Task Analysis Worksheets to ensure training requirements are derived by identifying Knowledge, Skills and Attitudes (KSA) needed to perform each task, and comparing the entry level of learning to the required Bloom’s taxonomy level of learning.
Operate the CCAF Faculty Management Database (currently STARS-FD). Coordinate with COR/Government Lead on student instructor training plans. Provide the ability to identify the educational needs of instructors and developers. Design and develop formal educational and training courses related to instruction, development and formal training. Plan and conduct train the trainer programs, course, and seminars for instruction in ISD, instructor methodologies, lesson development, test administration, and classroom procedures. Design and develop e-learning products, including objectives, storyboards, web-based aids or electronic performance support systems for inclusion into a learning management system. Present information using a variety of instructional techniques or formats, such as role playing, simulations, team exercises, group discussions, videos, or lectures.
Provide administrative support to the course director and flight leads for CyO and IO courses. Augment and support the FTU staff, instructors, and course directors in class planning, logistics, student support, and administration of CyO and IO classes. Coordinate with the FTU registrar, 39 IOS/SO, and course director on student/class rosters, student arrival dates, security clearance status, and prerequisite fulfillment. Arrange billeting with local base lodging for students. Assist with registrar duties, ensuring class rosters remain up to date, coordinating with the 39 IOS Security Office to validate student clearances and arranging for indoctrination, and coordinating with IA and Help Desk for student computer system access. Organize and distribute student welcome packages, seating charts and required forms and paperwork.
Apply ISD/ADDIE methodology and process to all tasks. Assist in authoring cognitive and performance objectives and test questions. Review curriculum IAW established 39 IOS SOPs, AFSPC & ACC Instructions courseware standards for grammar, voice, format, and classification. Provide courseware documentation support for courseware developers. Update and control the Master Course File courseware documents, illustrations and handouts as part of the CASC unique to each course. Validate CyO and IO course schedules (Daily, Weekly, Monthly, Annual) for completeness.
Coordinate with the host base and squadron project managers to initiate, plan, execute, and control activities within a negotiated scope and schedule. Provide project management documentation, to include milestones, timelines, and funding requirements, for design, development, revision, and administration of FTU CyO and IO training (CDRL A0004). Evaluate, define, and solve project management issues. Perform project execution to ensure adherence to scope and schedule. Develop and document the baseline for projects, decompose complex work activities into manageable components and manage the project baseline in addition to any changes. Monitor and track project milestones and deliverables.

Metro Support Services and its teaming partners have been providing support for the E-3 Mission Crew Training (MCT)/DRAGON contract at Tinker AFB, OK. This contract provides services to the Air Force customer in the areas of courseware development, academic instruction, Aircrew Training Device (ATD) instruction, simulator operator support, scenario development, mission crew ATD event scheduling, and support functions.
These positions will require an active/current DoD security clearance of at least Secret.

Metro Professional Services is providing support to the General Services Administration Short Term Rental contract. We are providing technical and administrative customer support to the GSA Fleet Management – Fleet Services – Short Term Rental office located in Chicago, IL, by supplying vehicles and equipment to all federal agencies to fulfill short term and temporary needs.
JOB DESCRIPTION:
We will operate a national technical and administrative customer support center that responds to telephone, e-mail, and other electronic communication requests (I.E. Google Hangouts or other electronic “Chat” platforms) for short term vehicle and equipment rental (STR) support and responds to queries for information about the STR program. The contractor shall respond to all support requests and program inquiries in a timely and professional manner (as defined in the QASP). Proficiency with Microsoft Office, Google email, and Google Drive is a must. Use of other equipment and/or software may be specified in each task assignment such as using new or the latest version of software applications and procedures, utilized by GSA and GSA-FAS during the term of this contract. The contractor shall enter, store, retrieve, and interface as needed with government specific systems which may include, but are not limited to STR, WebSTR, Fleet Management System (FMS), Federal Procurement Data System- Next Generation, and Government Data Query Systems. The contractor support staff shall create reports, using government databases, and shall notify a supervisor of any issues.

Metro Professional Services has an existing contract at the Air Force Language & Culture Center at Maxwell AFB, AL, and is projecting to fill positions for a future contract period of performance. We provide subject matter experts up to and including the doctorate level (via reach-back) to perform research that the Client will use to develop policy and strategy on topics specifically requested by the Client.
This position will Provide INDOPACOM Subject Matter Expertise (SME). Personnel must be post-graduate level subject matter expertise (preferably on-site, but via reach-back if appropriate) to create academic content, course materials and educational products to support mission areas or topics specifically requested by the Client for delivery to its students. Create and deliver academic content in cooperation with researchers, curriculum developers, and adjunct instructors.
Analyze specific subject areas by researching issues of interest for the Client, as related to their chartered missions.
Research Issues of Interest: Conduct research on broad cultural, regional, and language topics. Identify the competencies needed in these areas for students to meet current and future tactical, operational, and strategic requirements, the current shortfalls, and courses of action to address those shortfalls.
Provide support to Client staff, to include providing INDOPACOM SME research assistance oversight to students and faculty. The focus of research assistance oversight will be on enhancing competencies of students and faculty members as future tactical, operational, and/or strategic leaders or professors of future leaders, and to enhance faculty and students’ success in producing a high-quality research product, enhance their understanding of the importance of independent research, and enhance their understanding of new operational and strategic areas that they have been researching. The INDOPACOM SME work will involve teaching responsibilities to include assessing Airmen’s learning needs, designing/developing curricula, instructing students, and evaluating results. The position will involve designing and executing research using corresponding methods and collaborating with faculty colleagues from other disciplines and military professions to ensure the highest academic standards are met. We’re looking to fill a full-time Language Program Support Manager position.
JOB DESCRIPTION:
We will assist with developing language capability throughout the force to meet Air Force requirements by maintaining awareness of Air Force language education and training requirements for which the Air Force is responsible. Provide program records management, course oversight, and customer service to Airmen participating in programs such as the Language Enabled Airman Program (LEAP).
Assist with the preparation and execution of semi-annual LEAP Review Boards to select qualified participants from a pool of USAF Airmen by drafting, coordinating approval, and advertising annual board schedule and application requirements. Process electronically received applications and prescreening applications against established requirements. Assist commanders, supervisors, and applicants with the application process, as needed.
Assist the AFCLC oversight and governance of language program participants. This will include, but not be limited to drafting or updating language course guidance and program expectations for Client review and dissemination. Vector participants to accomplishing and maintaining currency in all training events and requirements. Update and maintain the Language Enabled Airman Development Resource (LEADeR) tracking / monitoring database with current details of Airmen’s foreign language skills and demographics.
Schedule participants in LEADeR for online and immersion courses by implementing Client policies and procedures regarding the prioritization, selection and scheduling of participants for Language Intensive Training Events (LITEs), eMentor online courses, and other courses. Recommend usage of specific program types and locations based on an assessment of participants’ language education and training needs. Place participants in courses consistent with participants’ proficiency levels.
Oversee and guide Airmen’s preparations for immersion travel by liaising with language vendors, embassy personnel, and other training partner POCs on behalf of the Client regarding country clearance and force protection requirements, travel arrangements, and details of the immersion. Advise participants on Foreign Clearance Guide and Defense Travel System matters. Oversee and tracking participant completion of country clearance and status protections paperwork and updating embassy-approved tracking systems such as the Aircraft and Personnel Automated Clearance System (APACS) to document theater and country clearance approval.

The Academic Centers accomplish their missions through several functional areas to include Outreach Support.
JOB DESCRIPTION:
Develop and coordinate key outreach messages and provide input to key themes. Provide development assistance for the CSP (Cultural Studies Project). to include outreach. Provide the Client’s Outreach and Public Affairs support in coordination with AU/Public Affairs, other DoD agencies, and commercial news sources, as appropriate. Craft, edit, coordinate, and disseminate outreach and media products, to include a weekly CSDS (Center for Strategic Deterrence Studies) Outreach Journal, a quarterly electronic AFCLC Newsletter, and other outreach products and resources as appropriate. Continually update and maintain list of Client contact databases (to include stakeholders, alumni, sponsors, and others as deemed appropriate) and ensure they receive pertinent media and/or outreach products. The 355th CES is an Active Duty unit and the Program Management and Engineering Support position will help manage, coordinate and provide expert engineering, integration, project management, space management, survivability, endurability sustainment and readiness for facilities, equipment and infrastructure that includes a data center, operational centers, Electromagnetic Pulse (EMP) protected spaces, administrative spaces, central and remote utility plants, in addition to select facility equities outside Command, Control and Communications Training Facilities as required for support of the training mission.
The mission of the program management and engineering support specialist is to provide project management and engineer design phase and construction services for several DMAFB building 74/75 and connected peripheral equipment projects to include the maintenance and sustainment of the Mission Equipment Shelter (MES) and Power Generation Station (PGS). JOB DESCRIPTION:
Contractor Unit Deployment Manager (UDM). The UDM shall be responsible for the readiness of unit personnel and equipment responsibilities to include all Squadron TDYs, Flag Exercises, contingency taskings, Area of Responsibility (AOR) deployments and individual augmentee deployments. The UDM shall ensure mobility requirements, scheduling, programming, and Unit Type Codes (UTCs) for personnel and equipment ready for tasked movements. Effective checklist usage and record-keeping are essential to providing the required continuity in a dynamic work environment.
Contractor Unit Training Manager (UTM). The UTM shall be responsible for the management and monitoring of all aspects of unit personnel ground/flight training, upgrade and certification training. The UTM shall ensure that unit personnel have received all required training for peacetime/contingency/deployment operations and schedule/accomplish required training to comply with new or unique requirements. The UTM shall be required to produce periodic reports on the training and attend all meetings related to training functions. Delta 1 is responsible for providing initial skills training, specialized warfighting follow-on training, and advanced training events and courses in order to prepare United States Space Force (USSF) forces, and designated joint and allied partners, to prevail in a contested, degraded, operationally limited, all-domain environment.
The Delta 1 mission statement is to develop United States Space Force personnel to prevail in a contested, degraded, and operationally limited (CDO) environment through skills training, warfighter follow-on courses, and advanced training courses and events. The following tasks are being managed by our employees:
Administrative Management
Support the Government at Host Tenant Support Agreement meetings (quarterly) and provide assistance and expertise. Draft any updates as needed for Government review and approval.
Manage Memorandum of Agreements (MOAs) for Delta 1. Draft memos and updates as needed for Government review and approval.
Process and maintain accurate unit promotion rosters for Delta 1.

Prepare unfunded requirements for review, prioritization, and approval by Delta 1 leadership. Track and monitor submissions and update leadership of status in weekly budget updates.
Prepare a weekly funds status report and brief squadron managers.
Analyze and recommend corrections to various organizations needed to update the information contained in databases used to monitor funds. The contractor shall assist the Government through utilization of standardized and specialized software applications such as M/S Office, CCaR, DEAMS, PMRT.
CCaR Administration
Act as a liaison for CCaR between Delta 1 and the designated Terminal Area Security Officer (TASO). The Contractor shall generate, review, and have ready for appropriate signatures the DD form 2875 within three (3) working days of system user request. Upon obtaining all required signatures, they shall submit form 2875s to the TASO.
Provide expertise to any Web CCaRTM Government Administrator throughout Delta 1. The Contractor shall work with government personnel to develop and implement methodologies to integrate Web CCaRTM usage.
Respond to functional and technical questions from Web CCaRTM Government Administrators (via e-mail or telephone) within (4) hours of the initial request.
Government Commitment/Obligation/Expenditure (C/O/E) Reconciliation Support
Analyze data from various Government accounting systems and Program Contractor inputs to support training; data collection; documentation; reconciliation of current, prior and cancelling year budgets; budget execution; and C/O/E Reconciliation of U.S. Government funding. Assist the Government with all financial reviews to ensure unliquidated obligations (ULOs) are recorded and support all Higher Headquarters (HHQ) expiring funds taskers; ULOs are in the proper stage of accounting; ULOs are valid and correct and not dormant; and documentation exists to support the recording of the ULOs. Recommend remedial actions as necessary to resolve discrepancies. This includes reconciling and validating ULOs, 90-day MORDs (Miscellaneous Obligation/Reimbursement Documents), Open Document List, Tri- Annual Review, Analysis of Expiring and Cancelling Year Funds, Year-End Contingent Liability and MIPR/MORD Validation. Priority will be given to those contracts/funding instruments containing funding which will be cancelled for liquidation purposes during the current fiscal year.
